The State Children’s Health Insurance Program (SCHIP) was created in 1997 to address the insurance needs of children whose family incomes were too high to qualify for Medicaid but too low to afford private coverage. 1 SCHIP built upon the poverty-related expansions initiated in Medicaid in the late 1980s and was intended to provide coverage to children who would otherwise be uninsured. 2 Under SCHIP, states could expand coverage to children up to 200 percent of the federal poverty level and had additional flexibility to reach children in families with even higher incomes.
